Virbalis began to be built at the beginning of the 16th century, after the western border of Lithuania was established by Melno Treaty of 1422 and settlements began to be built along the entire border. In 1593, the area received Magdeburg rights and the coat of arms. Until the 18th century it was still called Nova Volia, although the Poles called the city Wierzhbolovo. K. Z. Pacas contributed to the settlement of the Catholic Dominican monks in Virbalis. In the second half of the 19th century, a branch of the St. Petersburg-Warsaw railway was built through Virbalis. Virbalis railway station was built a few kilometers away, right next to the state border with Germany - in present-day Kybartai. The plan of the town was rectangular, formed until the middle of the 17th century, although the old part had been planned around 1560, during the Volok Reform.
